The Iowa Tribe of Oklahoma launched a free-play social casino site during the initial phase of its expansion into online gaming. Oklahoma residents will not be able to access the site, but all other US and international citizens will be permitted. The proposed expansion of tribal gaming was rejected by the Senate. The plans were included in the House’s 2017 – 18 budget proposal however members of the Appropriations and Budget Committee voted to remove them by a majority of 22 to 16.November 2017

House Representative Kevin Wallace introduced HB3375 to authorize sports betting at tribal casinos across the state if PASPA is repealed. The bill proposed a 10% tax rate on sports betting gross win and would also permit roulette and dice games at the casinos;
Legislation to authorize roulette and dice games in tribal casinos was approved by the Senate with a majority vote of 30:16. The bill, SB1195, progressed to the House for consideration;
HB3375 was approved by the House with a majority vote of 68:22, however the bill was amended to remove the provision of sports betting. Consequently, the approved legislation would solely permit roulette and dice games at tribal casinos with a 10% gross win tax.April 2018

State Attorney General Mike Hunter and Oklahoma’s tribal nations met to discuss the gaming compacts that are due to renew at the end of the year following Governor Kevin Stitt’s statements about wanting to renegotiate the 15-year compacts to give the state a bigger share of the casino revenues. The state’s 35 tribal nations that have gaming compacts said they were unified in their position that the agreements would automatically renew after January 1 if an agreement couldn’t be reached on new terms.
They insist that the issue must be resolved before negotiations for new compacts can begin.November 2019

Three of Oklahoma’s most prominent tribes have filed a lawsuit against Governor Kevin Stitt, following a breakdown in negotiations over the scope of the tribal gaming compact, and whether it automatically renewed on 1 January 2020.March 2020
Local media reported that State Governor Kevin Stitt was considering permitting commercial casinos in the state if tribal casino operators do not agree to a higher revenue sharing agreement. The tribes currently pay between 4.5% and 6% of gaming machine gross win and 10% of table game win in “exclusivity fees” to the state. Governor Stitt previously stated that he intended to increase the tax rate on gaming machines to 25%.April 2020
State Governor Kevin Stitt reached agreements with the Comanche Nation and OtoeMissouria Tribe to permit the tribes to expand the number of gaming properties and offer sports betting. Under the new compacts, the tribes would be permitted to offer retail and on-site mobile sports betting at two of their casino properties at a tax rate of 1.1% of turnover. All other gaming activities would be taxed from 4.5% to 13% on gross win from the new casinos as opposed to 4.5% to 6% on existing properties.
Attorney General Mike Hunter submitted a legal challenge against the new compacts on the grounds that the Governor did not have the authority to permit sports betting as it was prohibited under state law.June 2020
The Department of the Interior approved two new gaming compacts between the state and tribes that would permit sports betting in the state. In response to the announcement, State Attorney General Mike Hunter released a statement clarifying that “the tribes cannot begin operating under the terms of the compacts until the many questions that remain pending before the Oklahoma Supreme Court are resolved.”July 2020
